Sealed proposals for furnishing all materials, labor and equipment for the following described work will be received by the Clerk-Treasure for the City of Elma, at City Hall, 202 W Main Street, Elma, Washington until 10:00 am on March 26th, 2026. At this time, the sealed bids will be publicly opened and read. A contract will be awarded, or all bids rejected within 60 days after the bid opening. Bids received after the fixed time for opening cannot be considered. The City of Elma will set their clock based on www.time.gov.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Elma.
City of Elma reserves the right to reject any and all bids and to waiver informalities in the bidding.

There is a $22.00 non-refundable fee to download a full set of contract documents in pdf format. Bids will not be accepted from any prospective bidder who has not purchased contract documents through QUESTCDN. QUESTCDN is a web-based platform for construction project advertisements, bid documents distribution and plan holder lists. Prospective bidders will need to join QUESTCDN to purchase and download the contract documents. QUESTCDN offers several membership levels and a “REGULAR” membership is free. If prospective bidders access the project directly from the QUESTCDN website, a seven-digit QUESTCDN project number 10099503 will be needed to locate the job on the QUESTCDN website search page.

The improvements for which bids will be received is described below:
Schedule A: 680 linear feet of paved roadway on North F Street from East Young Street to Oakhurst Drive in Elma, Washington. These improvements include roadway excavation; removal of existing storm utilities, catch basin and storm drain piping installations; installation of bioretention facilities; installation of curb, gutter, sidewalk, driveways, ADA ramps; full depth pavement reclamation and cement treated base; HMA Pavement; signing; striping.
Schedule B: Installation of approximately 20 linear feet of 4-inch water main, 35 linear feet of 6-inch water main, 665 linear feet of 8-inch water main, 3 fire hydrants, water services, valves, fittings, and appurtenances, abandonment of existing water utilities, and restoration along F Street, as shown on the Plans and as specified herein.
Schedule A portion of the project is funded by the Transportation Improvement Board (TIB) and the City of Elma. Schedule B is funded by the City of Elma.
