In 2022, the City of Elma, Grays Harbor County of Governments (GHCOG), and local stakeholders completed this area-wide planning (AWP) study with the goals to define the community’s vision for the Downtown Elma Focus Area and identify a series of revitalization strategies to improve area conditions, recruit new community serving uses, fill empty storefronts, and put brownfields and other underutilized properties to productive use.
