Welcome to the City of Elma’s Parks, Recreation, and Open Space (PROS) Plan. This document serves as Elma’s strategic guide for the development, enhancement, and management of parks, trails, open spaces, and recreation programs over the next six to ten years. The plan is built on a foundation of public input and local priorities. It includes an inventory of existing parks and recreation facilities, an assessment of current conditions and service levels, and an evaluation of community needs based on surveys, outreach activities, and stakeholder engagement. It establishes goals and objectives that reflect the community’s vision and outlines a Capital Improvement Plan (CIP) to guide investments in park development, acquisition, renovation, and programming.
